I'm so glad to see all the letters, etc. for Mt. Misery!

For Lincolnites new to Mt. Misery since 2001 -- brief review to clarify
the old rules, new rules, no rules.

a) 1965-2001 -- no dog rules other than dog regulations in general by-law

b) Hearing in January 2001 -- ConCom advertises hearing (even at MT.
Misery) and to packed room presents survey data, gathers info from 95% pro
dog audience, says they'll have follow-up meeting.

c) no follow-up meeing but around March new Mt. Misery rules are posted.
THE 2001 rules ARE THE RULES FROM THAT PUBLIC HEARING.

d) 2001 rules include stay on path, swim only in edge of first pond and
river (dogs used to swim anywhere/everywhere)

e) 2001-2005 no enforcement of those rules at all  -- no shifts, no
rangers, no line item for extra rangers.

f) 2005 surprise article in Lincoln Journal 2005 -- so absolutely for sure
the 2005 rules are not based on the 2001 hearing because the data from
that hearing led to the then 2001 posted rules.

(for 2005, no new surveys, no document changes from 2001 -2005, etc.)
